The indoor swimming pool
After more than 60 years of operation, the Sindelfingen indoor swiming pool has established itself locally and regionally. It is one of the flagships of the city of Sindelfingen and has been inspiring generations since its opening in 1976 with its spacious outdoor pool and the 50-meter sports indoor swimming pool. Furthermore it is an integral part of sport, recreation, and leisure in the region.
But time does not stand still. Challenges related to the building’s age and operations mean it is in serious need of renovation and improvement. They are an increasing burden on the municipal budget. At the same time, modern requirements and needs are no longer being met: The facility is no longer appealing to families, and the bathing experience no longer meets modern expectations. For years, this has led to declining visitor numbers. In order to be equipped for the future, it therefore needs to be comprehensively renovated and made more attractive.
A significant increase in the city’s subsidy requirements in recent years highlights the need for further development. Declining visitor numbers, lower per-capita revenue, and a lack of attractive offerings all contribute to the problem. Rising personnel, operating, and maintenance costs also make a realignment necessary.
Thinking ahead: The project Zukunft Badezentrum Sindelfingen
The planned replacement development, featuring a 50-meter pool, a sauna world with an outdoor sauna garden, and a separate dining facility, is intended to establish the Badezentrum as Sindelfingen’s central municipal hub for sports, leisure, and health for decades to come. With the construction of the new indoor sports pool, along with the enhancement and expansion of the overall offerings, the city’s public swimming needs will be consolidated and sustainably strengthened through a high-quality sauna and gastronomy concept.
The future sports, leisure, and health center is designed to offer a multi-generational experience for all citizens. At the same time, the sports facilities will be strengthened and complemented by an attractive and economically sustainable sauna area, as well as direct access between the indoor and outdoor pools. The goal is to create a barrier-free place of relaxation that meets the diverse needs of all generations and enables a full day of local recreation in Sindelfingen for the entire family. A key element is a year-round operational indoor pool with a functional connection to the existing outdoor pool and a unified pricing structure—while continuing to offer affordable rates for swimmers, schools, and clubs.

Status quo: The current plans
The current plans provide for a modern replacement development with two tarifmatically separated swimming areas. At its core is the sports section, featuring a 50-meter pool equipped with a movable bulkhead and a partially adjustable floor, as well as a teaching pool with an integrated leisure and attractions area. The concept is complemented by a multi-generational leisure and family zone: a varied water play world for younger children and a splash area designed for older kids. In addition, attractive relaxation areas will be created to encourage rest and social interaction. A particular highlight will be the modern water slides, which serve as a connecting element between the indoor and outdoor pools while also enhancing the outdoor area. The overall offering is rounded off by a complementary sauna world with a spacious sauna garden, as well as a central dining facility that will also be accessible to external visitors.

The three main areas —sports, family, and health— are designed to meet the needs of all user groups and generations, while also ensuring the long-term future of sports, school, and club swimming. The aim is to develop a health and leisure complex (indoor and outdoor pools) with a unified pricing structure, featuring affordable basic access for swimmers, schools, and clubs, alongside family-friendly rates. Designed with sustainability at its core, the project prioritizes accessibility, energy efficiency, and economic viability to secure the long-term future of the facility.
Costs: A sustainable investment
According to the current planning status, the projected annual financial burden, including investment costs and assuming a 60% equity share, is approximately €4 million. A basic refurbishment without enhancements or expansion is currently estimated at €43 million, resulting in an annual deficit of around €6 million.
Developments: Why the project was realigned
The project has been realigned in response to significantly increased investment costs and the current tight budget situation. The originally planned “family pool” concept proved to be unfeasible within these financial constraints. An alternative solution was therefore developed, enabling lower investment costs while placing a strong focus on sustainability and economic efficiency. The aim is to ensure long-term operational viability and to ease the financial burden on the public budget over time. This resulted in two alternative options:

The decision to implement the project was preceded by a comprehensive feasibility study, from which three variants emerged:

Feasibility study on the future of the bathing center (2015)
These variants formed the basis for a public participation process (2016). The findings: 63% of the population would like to see a significant increase in the attractiveness of the offering, with a clear majority preferring option 2.
In 2019, the municipal council unanimously voted to carry out an in-depth assessment of option 2 and to set aside €35 million in reserves and in 2022, Stuttgart-based architecture firm Auer Weber won the design competition. In July 2023, the municipal council commissioned Auer Weber with the planning required to continue the project. The specialist planning services were commissioned in December.
Looking to the future: What comes next
The Europe-wide tendering procedure for planning services has been launched. Once the application phase is complete, the submitted documents will be reviewed and evaluated by a panel of experts. Based on this assessment, the municipal council will make the final decision on awarding the planning contract in the autumn.
This award marks a crucial next step: it provides the foundation for carrying out all necessary planning activities, preparing further procurement procedures, and developing the detailed design of the construction measures. Only afterwards can construction scheduling and detailed planning begin for a new, modern, and energy-efficient building complex.
